Simon was the boyfriend of Dr. Elizabeth Weir, who was given clearance by the President to be told what she did and where she was going.
When Elizabeth Weir gave him the opportunity to return with her to Atlantis, he rejected the offer, telling her that he had found someone else whilst she had gone, believing that she would never return.
